Bet it has something to do with getting a permit from one of the obstructions known as a Federal agency. Coast Guard, EPA, DOE, DHS, OSHA, ???

Do we all know what an inch is? Do we measure the lenth of small things in inches? Yes. OK so now that we have established that your "thing" is small. Do we measure the distance to the Sun in inches? No we use something larger like sometimes miles.

That is why all non morons would measure the oil spill in barrels and not gallons. But the media is full of morons.
