Suggestion for Jindal -- Marsh is our protection from oil...

The Governor should march out tomorrow and state the following:
"Due to the Obama Environmental Administration request for studies, we have decided to use the marsh grass and barrier islands as our BP Oil spill protection system. These natural systems will absorb the oil and will eventually be overtaken and die off from the oil. We then expect the Obama Administration to totally rebuild these systems by overriding all Corps of Engineers decisions. If this is not done, the State of Louisiana will enact the following:
1) Tax all gasoline or diesel leaving Louisiana refineries $3.00 per gallon with exemptions granted to those deliveries to Louisiana end users.
2) Tax all foreign oil processed at Louisiana refineries $10 per barrel.
3) All of these tax dollars will go towards rebuilding the Louisiana Wetlands, until totally rebuilt or until the U.S. Government pays for the project.

Seriously I would like to know why Jindal could not Tax refineries when they ship refined fuel out of the State.
I'm sure it violates some federal law I dont know or understand.

It's sad that everything is about money instead of just doing what everyone knows is right. What could be worse. Oil or Sand?
Sounds like the Federal Govt is trying to get out of paying for the building the berms. If they grant the permit then they bear the cost and if they wait then maybe the State of La will just pony up the money. Just thinking out loud.

Actually BP has to pay for all clean up. If the US gov does something, they can order BP to pay for it.

Not according to this.
"The Coast Guard said the prototype berm would be built at BP's expense because it is part of the oil spill fight. The other berms will be built with state and/or federal funding but not at BP's expense."

That would be Article I, Section 8, Clause 3 of the U.S. Constitution (more commonly known as the "commerce clause"). Overbroadened throughout history, but undeniably broad enough to catch this.
