that's different inspection and more involved than the routine, more or less monthly rig inspection i think most of us are referring to.

Did they look at the last RP53 inspection to verify they were inspected during the last 5 years? Did they request maintenance records?

Hell Yeah!!!!
NTL No. 2010-N05
They required ALL our rigs to get outside inspectors to come in and verify tests on all BOP's. I'm not sure of the other rigs but the one I'm on got a company to come out here and do the inspection, Houston Submitted the paperwork and got an unwelcome reply from MMS. The company they used had a disclaimer at the bottom of their inspection page saying they weren't responsible. Well that pretty much made the whole thing "Null & Void" so we had to get another company to come out and start all over again.
I've also noticed by looking at the next well's prog. that it looks like Houston has hired an outside Petroleum Engineering firm to review and make adjustments to all the drilling programs before submitting them to Barry & Co. Seemed to work since they've already got a permit for the job.

MMS personnel are allowed to accept food or drinks if they will be on the platform/rig for more than 12 hours. However, you still have to bring your lunch for the first day. If it is less than 12 hours, you are only allowed to accept water.

Air conditioning could also be considered a perk. He should have to conduct all of his business out on deck.

Sleeping bag on the landing pad seems appropriate for overnight stays.
May need to start bringing their own air too.

I miss working with those H&P guys.
BOEM cannot eat on the rig visits, unless it's an overnight visit, and then they have to have some sort of documentation showing that they received food. Or something like that. They can accept bottled water from you though. So hydrate dem boys.

From LSUhat
PILOT: Man, that was some dam good food today. It was seafood day! What'd yall have?
INSPECTOR: GFY
That is funny
Seriously there was an arms length arrangemnet between MMS and offshore operators (or at least there was 10 yrs ago when I worked offshore). I worked w/ the non inspection portion of MMS and when they came out to a platform to observe MMS sponsored research the platform personnel were more nervous than a longtail cat in room full of rocking chairs. They had no inspection powers (not to mention any expertise) and the offshore staff treated the MMS staff w/ kids gloves, we ate like kings that week and you could eat off well bay it was so clean. I know they could not accept chopper transportation and it was a bit awkward for both parties.
PS My favourite day offshore was Tues or Friday - steak night, I assume it is still the same. Some of the best food I have ever had was offshore - as someone said earlier it is one of the few comforts you have when you are offshore.
