If they are wearing haz mat gear its hot out there.
They don't want people having problems with dehydration and heat exhaustion.

A zone has about 15 workers multiply that by how many zones are on the beach. Dude you obviously are trying to pull scenarios and form assumptions. So just a little more than 1 bag/hr/person

Those times are correct. I've been working at Ft. Jackson with the oiled-bird rehab and we are to work 40 and off 20. It varies depending on what we're doing and how hot it is. some are 20 on, 40 off. It's incredibly hot in tyvec. All of the heat that your body releases is trapped and cannot escape so the natural ways that your body cools itself are useless.

Thats 2 layers of clothing, on the beach, in July, with rubber boots and and rubber cloves on!!
yeah, I'd say so, they should have a break after 20 minutes!! They've also done a great job. I expected them to quit 3 weeks ago but they're out there every morning.
