Any chance this could change the 3 mile state/fed water boundary?

I realize that the Deepwater horizon was well outside of even a 9 mile state/federal boundary, but this disaster clearly points out that drilling offshore bears direct risk to the state..and since Louisiana is at risk they should bear some of the rewards in royalties. I'm guessing that La is not entitled to any royalties for wells in Federal waters but assume that they do earn royalties for rigs in State waters. I'm unfamiliar with how royalties are distributed so correct me if I'm wrong. Also, should the states within reasonable distance of impact from an offshore oil rig be entitled to some royalties, perhaps with the caveat that they have to sock that money away in a fund they would use to pay for responses to spills?
