It depends on local law. Usually it's the high tide line, sometimes the water itself, sometimes something else further up the beach.

Yea. It's really sad. People who have lived there for generations and generations basically can't afford to get by and they can't afford to leave either. Meth (ice) is rampant.

Yeah the one time I went to Hawaii I was really unimpressed with most of it because of bums. I guess they all spend everything they have just to be homeless in a place that they never have to worry about the cold.
Like you said parts are gorgeous like you see in movies, then suddenly bums everywhere.

Most of them have lived there their entire lives. It's not like some homeless dude saves up so he can be homeless on Hawaii.

Actually there are a decent amount of homeless people there because they sold everything they could get their hands on for a one-way ticket to Hawai'i.

from watching house hunters intl with the OL, there are several beach paradises with weird land rules.
Last i watched, in Belize, you cannot own the land, no title given. You could buy house and such, but land under house could not be bought, which scared people, as they wondered if a coup or government change, you could lose everything and have no rights, since u do not own the piece of land or have mineral rights. Could of changed in last 2 years, but it was always worry for buyers.
Aruba, the beaches are all public. Which sucks if you stay in the first couple of hotels on eagle beach, when cruise ship comes in, they dump those tools off right there in your hotels beach area.
