probably just waiting for them to lose the NXT Tag Team Championship on TV before actually having them actually start wrestling

Heyman didn't want to have them come up just to lose as champions and Vince didn't want them to come in immediately beating top teams

so them just cutting promos is a way to introduce them to the WWE fans until they are clear of NXT responsibilities
