Many times the nurses may be busy doing actual nursing

Some (most?) hospitals now have bracelets that are the equivalent of the ink tabs at a department store. If you leave the designated area with the baby then the entire hospital shuts down.
You don't even have to leave. 15 minutes into my daughter's life she got the bracelet on her ankle a little loose and that triggered the code pink.

They also put a tracker on the ankle. The tracker for our child was turned off because we were near the stairwell and it kept going off incorrectly and nurses would rush in.
Sounds like you were at a shite hospital.

I would have complained to the nursing director out of concern that their protocol is not being followed. Even in the best systems humans can make mistakes.
I delivered both my girls at the same hospital. With the first they checked my arm band to the baby's ankle band and also made me verify the bands every time they brought her back to me. With the second, they did everything in room so she never left with a nurse. My DH got a bracelet in the delivery room too and there were a couple of times he took her for a walk in the halls and he was stopped to check his bracelet to make sure he was the dad. Nothing "official" to verify identities would have been on the bassinet itself, everything was on the anklets and bracelets put on right after delivery.
