There's no need to be doing all this moving money around, carrying it around, losing it in the couch, etc. We have the technology.
Which can all be tracked. I don't use it much but I'd rather still have cash as an option.

Why not roll back inflation by massively decreasing government spending and tightening loan and interest rates and make the cent worth something again

Is this the way it's supposed to work? I bet not. Probably rounded up no matter what.

The Kroger store my wife shops at has eliminated all change if you're paying with cash. If your bill is $99.01, you don't get back 99 cents in change. You get 99 cents credit towards your next purchase. Just happened yesterday to her for the first time.
