Try smooth peanut butter for the plastic. Smear it on, leave on for 10-15 minutes then wipe off. Whitening toothpaste for the headlight lenses...wet the surface smear on paste then buff with a soft cloth. Use a drill buffer pad if you have one. Much cheaper and you probably already have both.

you did see the part where i have a 1998 4runner right? with 301,000 miles now.
$19 or less to polish up the headlights is about as much investment as i would put into it.
eta can you get this shite at walgreen or walmart of you have to get it online?

I wish this stuff had been around about 8-10 years ago. I had a Grand Cherokee and the headlights were awful. I lived down a winding dark road, and it was a pain to try and see at night. I ended up ordering a set of replacements for it from some website. Cost around $300 to get them. But the difference was huge. My wife backed her accord into it one morning, and after I quit laughing at her, and she quit crying, and I knew she was ok, I asked if she messed up my new headlights. It did over 3 grand in damage to the Honda, but my bumper had a tiny bit of white paint on it, no scratches.

Get a kit at AutoZone that has some sort of compound. They will work the best and are like $15. You can do it with anything that is abrasive because like I said, it is just scratches and pitting from rocks or whatever hitting your lights.
Hell, I used cleaner wax to do it once. Turned right around and used Gold Class as rain-x on the windshield right after that.
You can then go to your laundry room, grab a handful of powdered laundry detergent with bleach, and scrub your whitewall tires. Works better than anything I have ever tried
There are probably a few more cheap tricks that I've used over the years, but I can't remember them right now
Eta: Also get some of those mid-grade Sylvania headlights from AutoZone that are like $25 a piece. They are much better than stock and still have a similar hue
Eta #2: IIRC, on my Tacomas, I could reach into the inside of the headlights to clean out behind the lens. I'm not sure, but I know I had to do it many times to get mud and water out of there. I had a 99 and an 04, so the same body styles as yours
If not, put diluted purple power and hot water in it and swish it around. Let it sit for a couple of minutes and swish it around again. Then, wash it out

Stay far far away from the silverstar. These are supposedly better than the normal Sylvania and yes they are brighter but they would consistently die on me 12-15 months later. After my 3rd one went out I asked the guy at autozone and he said that's normal.. And if I wanted them to last 4 or 5 years get the regular ones.
Sure enough that was 5 years ago and they are still going strong.
