Do you think we, as humans, will ever be able to control the weather? Is this some secret thing the government can already do?

Yea, I guess control wasn't the right word. That will likely never happen.
But more in terms of making it rain, making it not rain, controlling the temperature to some degree, etc.

I think we have the ability to affect the weather (i.e. cloud seeding for rain, etc.)...however, I don't think we do it on any level other than experimental basis, as anything that you do in one part of the world has major consequences in some other locale...
as far as having total control over the weather...no, I don't think we are anywhere near having the ability to do that...
