I told her I would have thought a passport would trump all those, but that is not their policy.
Had the same thing happen to me before. I can only guess that they feel passports are easier to forge.

I just picked up a birth certificate at the clerk's office in St Francisville. Easy peasy, and got to take a selfie with one of the last Confederate monuments out front, so that was a plus!
