Development would happen inside and/or closer to the core city. Density would increase and make mass transit much more efficient. The highways being expanded to accommodate suburban development is really what contributes to more traffic on urban highways.

I hate Louisiana government, build a new GD bridge/southern bypass, change the 1-10/I-110 interchange to where it doesn't go to one lane at Washington and there won't be near the problem

But if they can convince people that adding lanes doesn't work, they can continue to steal all of that tax money without giving any of it back!
