Why isn't TOPS a loan repayment plan for those who fail to graduate?

I mean if you earn TOPS and then quit before graduation why do they not make people pay it back?
Also, why is it not capped/tiered based on GPA + ACT score?
I graduated before TOPS so I've never looked into it really.
