Years of corrupt local offcials letting development happen anywhere for the right price. Half of development in STP is on what were wetlands and historic flood planes. Add shitty planning to the over development and you get flooded houses.

Flooded river banks I don't think has to do with planning. Doubt anyone will build levees down small rivers like the pearl, tickfaw, amite, tchfuncta, tangipahoa.
Those banks flood over, put on your boots

Look across the country there are small River floods all the time. Not just a northshore thing.
