Anything. I am saying to qualify anything as bad art it should be a lot more than lack of appeal to the individual calling it bad art.

can expound on why it is bad art I might agree with you. However, most people just don't like something and slander it as bad art.
If an unmade bed and a dirty room is "good art" then I'm fricking Andy Warhol.

The rest of his videos are pretty funny and spot on about how stupid our society has become.

The PBS piece glazes over the more extreme examples of modern "art". And even if a work is thoughtful or better understood with a back story, that doesn't mean I am missing the point if I think it is stupid or pointless. Even more, I don't want tax dollars spent to support worthless garbage, no matter how wonderful the story of the artist's gay lover's demise.

Not to hijack the thread, but there are some pretty amazing realist artists out there, they just don't get any notoriety. Check out these paintings by Pedro Campos and Nathan Walsh. Even on my desktop I can't distinguish them from photos.

I agree a lot of this stuff is overpriced.
I can get an exact replica of The Arnolfini Marriage for a couple hundred dollars. It is a beautiful piece of art that is a great representation of a master's work.
Does that make the original overpriced since it can be replicated so easily? In my opinion, no.
I think people who ponder over some conceptual art are pretentious fricks who seldom come up with thoughts of their own. I think most are overpriced.
It doesn't make it art any less. I wouldn't make the jump to bad art, just art I wouldn't surround myself in.
