It’s called having a par that you don’t go below during times of plenty. You rotate based on stock so that nothing expires.

There have been at least two recent threads about distilleries making hand sanitizer. As far a toilet paper, I don't get it. I used just a little bit today. My plan is to use a little bit tomorrow. And if I run out I walk directly to the shower. I ended up having to buy rolls of that blue shop paper because I couldn't find any paper towels. In my home I do have a bunch of towels and T shirts and I have a washer and dryer. I'm not understanding this stuff. Perhaps it's mental illness and it is pervasive.

The problem with masks is that the elastic degrades over time. They would have to keep rotating their stockpile with new masks for that to work.
