In that vein, it would be better to ask which group would get the furthest. I think it's the cartels by a mile.

ISIS depended on backdoor funding and arms because they don't actually produce anything. The cartels are awash with money from selling their products. Along with that, the cartels wouldn't mind spending money on extra manpower from mercs but ISIS would need them to be of their particular brand of Islam.
