DO NOT USE THE B OUTLET!

I plugged my TV into it and the picture was upsidedown!

A couple of main reasons people install as "B":

-Prevents shorts if a something falls on and bridges loose plugs. If your plugs are falling out, though, you need to replace either the receptacle or the plug.
-If there is a switched outlet in a room full of non-switched outlets, the switched is usually/should be installed opposite orientation from the others to distinguish it.

Doubt that, most people switch only one of the duplex receptacle, usually the top one. JMO
