Constitutionally, it is not. But you can read, can't you? You even quoted what he meant by "free speech." Whether he was talking about constitutionally protected or not is irrelevant to his question.

The only “bastion” is wealth. There might be places you feel more comfortable than others, but wealth is the only thing that allows you truly free speech.
