write the FBI, go to the local police, state police and request NCIC, State and Local records where you have lived.Then call the credit bureau for you character analysis and also some big insurance company secret police files

I do background investigations for a living. There is no way you can get rid of it. If you are applying for a clearance just admit it and move on. Admitting it will be a hell of a lot better than lying about it.
