Okay so tell me then who does all the planning and signs off on all plans to install platforms in the Gulf and or Field.

Well no shite. I was looking at it from a broad spectrum.
You have Land procurement.
You have the Legal guys.
You have the folks who actually go out there and test soil etc.
You have people who actually build the rig (I am assuming either off site or build on site like a jig saw puzzle)
Welders
etc etc.

Nah,
Just like you wouldn't want me to sit here and explain to you how to build an entire network from the physical layer to the core and backhaul.
We can do this all day.
