Ehhh, I saw a boat go up just like that at a marina when they didn't clear the bilge with the blower fan. Pirates would need to carry excess fuel for the distance to reach ships at sea and its not like the African war lords who send them out there are worried about supplying them with properly vented fuel storage containers.

At some point, the pirates will stand away and use drones. Hopefully, the ships will have better drones with longer range.
