The buyer can't register the car or get insurance without a bill of sale. The fact that he paid full ask with cash means he is up to sneaky stuff.
I would contact my insurance company and immediately cancel coverage and go to the DMV and explain the situation. Be honest and tell them you forgot about the Bill of Sale.
You need it recorded in the system. You have not done anything wrong so far other than make a mistake. Tell them you have not done this kind of thing before.

The title has it's own bill of sale. As long as he turned in his tags before canceling the insurance, it shouldn't matter.

Not true. The buyer is under no obligation to register the car. If he has a relative that is notary, he can write whatever he wants in the sales price line on the title, pay sales tax and the DMV, get insurance, get tags, ect ect. The only issue that can come up, assuming he can get the title notarized, would be if he falsified the sales price to save on taxes. That a buyers problem, not a sellers problem.
As long as the seller signed the title and handed it over, it's a fair deal. The only reason you would need a notary is if you didn't have one who was willing to notarize the title without the seller present. The

Alabama won't do any of that without a bill of sale. I know this because my wife tried to do it after she left the bill of sale on the table.
She had to make two trips.

You don't need a bill of sale. Everything needed in a bill of sale is already on the back of the title. It might be a good thing to have as a seller but it is by no means a requirement. When you go to the DMV to pay sales tax and registration, the sales price will already be on the title unless you're using an act of donation.

You can sell a car for whatever you want as long as you own it, but the buyer is supposed to pay sales tax on the value of the car. There is an act of donation in Louisiana, you can give your car away as long as the bank doesn't have the title. Taxes on a donation are zero.

DMV. Either in person or by mail. I like to go in person, if you're in Baton Rouge they take the plate at the check in desk and give you a receipt.
