I figure it has to do with multiple stops with short distances.
Also maybe for some peoples heads putting it on and taking it off multiple times is a pain in the arse....or face.
Can't wait until they start wanting us to wear masks inside our own homes. That'll be funny as hell.

When I drive I keep my truck 600 feet away from the other vehicles.
