This thread is a mess. Both Gilbert and Wilma reached their peak intensity while in the western Caribbean Sea.

Hurricane Rita is the most intense hurricane by pressure ever in the Gulf of Mexico at 895 mb.

The fastest winds while in the Gulf of Mexico are a tie between Rita and Allen (1980) at 180 mph. That wasn’t Allen’s peak intensity but it re-strengthened while in the Gulf of Mexico after weakening near the Yucatan Peninsula.

A claim can be made for the 1935 Labor Day Hurricane at 892 mb and 185 mph but it was skirting the west coast of Florida and not really in the Gulf of Mexico. Not to mention dubious recording methods in 1935.
