As far as annoying, I'd say many of the middle eastern languages. It sounds like they are constantly coughing of phlegm.

Dated a gal from London. At first I loved a British accent, but after a few days with her, I couldn't stand it. Now I find the accent completely off-putting.
The top for me is the whiney Mexican accent. This accent doesn't typically show up in first generation immigrants, but in their children. They grow up in a home speaking Spanish, but speak English all day in the school systems. It gives rise to this horrible whiney accent that I cannot bear.
Will agree that the Vietnamese accent is grading.
