......man I need to get sub zero certified. I feel like I'm stealing charging $600 for a compressor installed.

The ice build up makes me think defrost failure. Unless it was localized to one point of the coils.
I'll be honest I hate sealed system repairs. Such a hassle.
They aren't all that common in terms of total fridge repair.
. So it's hard for me to second guess someone who spent an hours time on diagnosis.
In my opinion the diagnosis sounds wrong.
I'd replace the relay and check the freon. If the coils ice up it will fail again. If it doesn't ice up. Then possibly it's the compressor.
It's just to me not that likely, unless, unless it's a three phase compressor (208v with inverter box) and one if the windings has more resistance than the rest. I don't see weak compressor being the problem.

I believe positive, but I'm not 100%. I asked what the normal operating range was and he said 0 to 5. I thought it was odd that a "weak" compressor was creating more pressure than the normal range, but I didn't asked any follow up questions.

0 is nominal 5 is okay. 10 is a bit high. Possibly overcharged.
