Some guy walks into a store with a mask, intending foul play or not, is sure to cause a commotion and possibly a shooting or police called for a waste of time.
I didn't know about in VA until that fricking evil clown mask craze a couple of years ago.
I can see why businesses wouldn’t want masked people around. I can see it being a rule in schools and public buildings. Just didn’t know it was illegal to walk down the street with a mask.

Not most states. In a quick search it seems to be mostly southern states. Likely due to the KKK in the past.
Would be hard to have one in WI for instance, as in the winter a lot of people cover their faces in extremely cold weather.
