I think she also assumed the guy would be scared of the cops since he was black.
But yeah, she wanted the cops to kick his arse. Why else would she act scared and lie about having her life threatened?

I think he started filming cause he’s asked the lady to put her dog back on the leash in a park where dogs are required to be on a leash.

It would just infuriate me for someone to randomly come out of the clear blue and point their phone at me, I almost think it's instinctual to be unnerved by it.
