Uploading pics to Verizon cloud. Can I delete them from my phone and easily retrieve them?

Can I later download them from the cloud to my laptop or a new phone?

I can imagine it's not the safest or securest method to store pics.
After I upload to the cloud can safely delete them from my phone to free up space then easily retrieve and download later? That is my main concern.
