Difference is, Chigurh actually had an internal code. If you won the coin toss, you move on like nothing happened.

This woman won her coin toss and the fricking a-hole cops still arrested her, presumably because they're piece of shite cops.

I think it was a coin flip to decide if she'd get a ticket for speeding or get arrested for reckless driving, not to get off Scott free.
