I mean come the full on, if it was closed off then how did he get on the road? Maybe did it by accident and was trying to get to where he could get off

What would you do if you were driving you car, accidently went the wrong way, came up on a bunch of protestors who started attacking your vehicle?

Is this the incident the Gov of Minn was praising the peaceful protestors for protecting the truck driver? If it is, it is the biggest spin I've ever seen on a video.

But yes, in your hyperbole, if it is work known to be needed, there is a department and method they must follow.
But, on a road..it is not the responsibility of the driver to out himself in harm's way to miss a dog laying there.
