I always try to buy local, especially if prices are close.
Plus, Total Wine is owned by a liberal Dem Congressman from the DC suburbs in Maryland. No need to put more money in his pocket.

Its all about what someone is looking for. If you are looking for the cheapest price possible on mass produced wines, then Total Wine is going to be for you.
Personally, I like to pay slightly more for smaller produced, better (in my opinion) wines, with a store that is thoughtful in the wines they bring in, and knowledgeable owners/staff. I tend to prefer going to small wine shops like The Independent or Swirl.
Not everyone has access or time for that. If not places like Acquistapace, Dorignac's, Martin's, Total Wine are all awesome options.
