There should be a residency requirement post graduation. I distinctly remember one of the initial goals of TOPS was to prevent a "brain drain." So moving forward, graduates must provide yearly evidence of Louisiana residency or they must pay back a pro-rated portion of the TOPS funds received. This could easily be tied to filing state income tax. I'm sure someone on this board will shoot this down but I really think something along these lines is needed. And I have a son going to LSU with another going next year.

Our state leaders wake up in a different world every day. Every 2 or 3 days I hear totally new news about TOPS - not touched . . . fully funded this fall, but not spring . . . will have higher standards . . . no, wouldn't be fair to the dindu's, so now we'll have an across the board cut.

None of them can grab their asses with both hands, but they're sure not going to cut their pay, pensions, or benefits; and ALL of them come back home much wealthier than when they first got to the trough.

I went to HS in GA. We had hope scholarship. Same thing as tops, but it's entirely funded by the lottery.

Schools in Georgia like UGA, GA Tech, have higher standards than a B average. So, LSU should raise their standards so that any kid that is just present in hs, can't get a free ride to LSU.

Without TOPS, Louisiana would be worse than Mississippi.
