The VNC issue wasn't necessarily a vulnerability issue. That was more of a algorithm terminal character placement fault which appeared to some as a vulnerability issue. This was rectified with the updated 3.5.0 version

Louisiana can’t afford nice computer equipment. It’s probably so old and antiquated that hackers don’t know how to hack the old technology. It’s the computer equivalent of some kid trying to steal a car but realizing that it’s has a standard transmission.

I do have a feeling this is a little more complicated than just a “hardware failure” and we are waiting on a part.

Given the entities that went down, I wouldn’t be shocked if the hardware failure was a result of something malicious that caused the hardware to fail. It also wouldn’t surprise me that OTS would play the semantics game either, this is Louisiana govt we are dealing with here.
