I understand this, but still doesn’t explain why SHV/Bossier (or even Lake Charles) has loops, parkways on the river & BTR doesn’t. Might have something to do with Barksdale AFB.

The US Army Crops of Engineers may have played a hand in this along the Mississippi River, but also look at who was elected in the 1960's and 1990's when those projects were funded and built.
If Baton Rouge lacked political will power that would change the direction of several projects, but political power can change.
Look at Houma, it was left out of the US Interstate Highway system despite having Senator Allen Ellender being from Terrebonne Parish. He served until his death in 1972. Louisiana had planned on building a series of 4 lane highways around Houma, but most never arrived until the 1990's, and US 90 upgrades were slow walked between the 1970's and 1999 when they finally completed the last sections between Gray and Morgan City at the request of Governor Mike Foster who was the state senator of that area before becoming governor.

Will they be re-doing it with programmable LEDs? I imagine the lighting system that’s on there is pretty archaic at this point, yes? Dates back to the early 90s if memory serves. Probably expensive to maintain and getting hard to find the old bulbs.
