Go watch The Wire. Crazy how similar that story line is to current New Orleans. From the Mayor in a predominately black city, the political system, the Police Dept., the local newspaper, etc...

Mayor controls Police Chief who controls Crime Stats and how crimes are classified and if they hit the system. "Juking the Stats"

Again I need you to explain how that makes them the reason for someone raping or commiting violence. Are you saying they are guilty by association?
I would tell these people they run the risk of bad things happening but I wouldn't tell them you deserve what happens to them.
