A storm surge barrier across Galveston Bay, and improvements to the seawall, are probably needed.
But I would have thought the mayor would, today, be talking more about federal money for drainage improvements, buyouts, new drainage channels, etc.

So it was the storm surge, not the 50+ inches of rain that caused the problem?

Right? I would think the storm surge might have had a slight effect of clogging up the mouths of the ship channel and the Brazoria River, but those issues are tiny compared to the massive rain they got.
I wouid think given this, and the tax day flood last year, they should be asking Congress for major drainage programs. They can still use NOLA as precedent: The 1995 floods brought the SELA project which is still happening in NOLA.
