This is already ongoing. They make grants available for states and communities. Sometimes that money is not spent in a timely manner, like here in Baton Rouge.
I wish more types of insurance would also adopt an FSA/HSA type model. You still have coverage for major catastrophes, with a chunk of your premium going into an account to build up a personally safety net. This would cut down on the claims waiting game, and allow a policy holder to dip into the insurance savings account and pay for work right away.
