You are a moron if you don't think leaders in Japan and China aren't extremely worried about their countries' fertility rates both of which hover between 1.3-1.6. You need the fertility replacement level to be at least 2.1 to maintain your population level.

At the rate China and Japan are going they will lose 40% of their population within a generation. Declining population is one of the biggest challenges facing those countries. America's fertility rate is low too around 1.7, but we manage to cross the 2.1 mark because we let a lot of immigrants into the country.
