Some more basic numbers about the HPV situation:
1) There are over 30 strains of HPV.
2) The HPV vaccine only protects from 4 strains of HPV.
3) Only 2 of the 4 HPV strains protected by the vaccine have been linked to cancer.
4) Over 90% of HPV infections clear up on their own
5) The actual number of HPV infections that lead to any form of cancer are VERY rare.
The long term health impacts of the vaccine are still being studied and early results show increased health issues for those getting the HPV vaccine.

There are also about 30 strains of Strep pneumonia. We have vaccines that cover 23 strains and and 13 strains. The one that covers 13 strains is the better vaccine. So that is a little misleading.
The two strains covered that you mention are responsible for about 70% of cervical cancer. That vaccine is also rarely used. There is now a 9-valent vaccine that is preferred.

But from the objective view, the rare cases are what we are talking about preventing because the morbidity and mortality are fairly high. They are worth being prevented. And the numbers are down significantly since vaccine administration began.
