If this is the case I must conclude that it either isn't enough OR the people are not responding. The former doesn't help your case. The latter doesn't speak well of the people receiving rallies, protests, etc.

I agree, the MAJORITY are not HOWEVER (if you want data) 35%+/- of all major crimes are committed by 13% of the population. FBI crimes stats and U.S. census stats. Let that sink in.

I'm from Wilmington, DE. This school was dangerous 20 years ago. Not all of Wilmington is bad, but the worst parts of the city certainly rival Baltimore. So sad.

This school (Howard) was one of the five schools rolled into the Brown vs. Board of Education ruling by the Supreme Court (and the only case that had already led to a statewide order to desegregate). The black parents of the school successfully sued to have their children allowed to leave and attend white schools.
It is on the Register of National Historic Landmarks.
