The whole incident allegedly took place at a convenient store. I'm sure there is video from the surveillance cameras to back up her story. Also, wouldn't a police officer have to document or file some kind of report for using mace?

It's more on a technical matter than anything. I don't want my prosecuting attorney acting like a defense attorney. It is the defendant's job to put on evidence of justification, not the prosecuting attorney. All of the evidence that supports the cop's version is part of a defense that isn't even raised until after charges are brought. If you exclude the evidence of justification at this point, I think there's enough sufficient to warrant arrest.
Also, ultimately, while I think he'd be acquitted, I don't know what a jury would do. A jury could choose to believe the eyewitnesses and not the cop or they could choose to believe the cop and not the eyewitnesses. That is a jury's job. To decide the facts.
