The call came to my office phone at work. This isn't a mobile phone thing.

Ok. That wasn’t clear in OP which also mentioned receiving texts about your number texting them. Chicken’s comment about not answering unknown phone calls included the quote from your OP in bold below about both calls and texts, so I thought both of you were talking about mobile phones.
