I'm not sure how much it costs, but you can have a party in City Park... either in storyland, or by the train station. A family we know has three kids and they have been having theirs there every year. It's fun.

I'd save places like the zoo, children's museum, other places to rent for subsequent birthdays. A one year doesn't really get any of that, so it's a bit of a waste forcing adults to endure it at that age.
I think they really starting getting into it about their third birthday, that's when those places can be fun.
First two birthdays for our kids were more about having friends with kids over (and family) and drinking / watching them play in the back yard.

I honestly dont care about it too much. But definiteky want to have a party for him. Wife probably wants it to be nicer thatn it needs to be, but that's her. Im only interested in renting a place to make it convenient for the guests. Thats all. Especially since it will be during a Saints game most likely.

Are you staying in a hotel while in N.O.? You could ask about a meeting room set up with a few tables and chairs and a TV to watch the game. Weekends are usually slow for meeting business so you might get a deal on the room and food as well.
