Did no one read the OP?
If there are only minors at the home, call CPS and they will bring NOPD with them who will either shoot the dogs or call Animal Control. If no one is there, call Animal Control and report the dogs abandoned and loose.

It's great your kid is going to Franklin, and honestly that would be one of the very few reasons I'd live in Orleans Parish, but you still have to deal with living in Orleans Parish.
Chances are the SPCA nor the NOPD will do jack shite to your criminal neighbor or his dangerous pets. However, if you do anything to take care of the matter yourself, they likely will try to fine or prosecute you. Life in the Nola, baby!
I'd just be sorry about the accident that befell those poor dogs and I'd request admins to delete this thread.
