SPCA pit-bull-confiscation powers with absentee/felon owner? Cat killed

Culcha-bearer neighbor of mine's pits bulls (1 mama, 2 pups) killed my cat on my front porch while I wasn't home--the attack was captured on my security camera. SPCA got one puppy but the 2 others got back onto their home property and SPCA claimed they couldn't enter property because no adult (only minors) were home. They left a notice of impoundment. I have since learned that the dogs' owner (who wasn't home at the time) has been indicted on felony charges (mainly domestic violence) in 3 parishes (Orleans, Tammany, St, Charles -- in the latter case, cocaine/pot/handgun were found as he tried to drop off load of dirt at Shell Motiva plant) and has an outstanding warrant in Orleans. In short, I don't think this guy because of his legal issues is going to be around anytime soon to deal with his dogs, his porous fence, and the SPCA citation. Is there any way the SPCA can confiscate these dogs without him involved? Currently 2 adult pit bulls and one puppy are on the property. The bad mama dog escaped again just yesterday. Two women have been showing up daily to feed the dogs and then leave. Thanks for any advice.

Seriously, have you spoken with the police. They love to shoot pit bulls.

You own a firearm? Next time on of the dogs is loose, kill it. Simple. They have already proven they are a danger. SPCA already knows this.

Actually, it's not bad. It's rapidly gentrifying as other parts of Orleans become unaffordable to most people/non-uber OTers. Near UNO. My kid goes to Franklin, which is largely why I live here. And my immediate neighbors are largely white (though not all) and are productive working people who get along and assist each other as needed.

Yes, I am thinking about using deadly force if/when I see one next, but what are the legal ramifications for discharging a firearm in city limits in this context? I am armed, yes.

I don't mind killing the dog(s) but I'm worried about a possible ricochet hitting someone else or their property.

1. Turn off your cameras
2. Throw poison laden meat over fence
3. Turn cameras back on
4. cats and pit bulls suck equally but for different reasons

I'm more interested in having the SPCA handle this so I am not associated with the loss of this guy's dogs. So back to the original question if you are still reading: What confiscatory powers does the SPCA have in cases where no one is occupying the house and property is not 100% secured?
