Cost of fuel vs cost of a rocket?
Well above my knowledge, but risk=potential x consequence.
I would think fuel is negligible, but I am about 4 years of education short of a rocket scientist.

SoaceX accomplished this last December. Blue Origin is probably who you are thinking about. They landed theirs before SoaceX, however they are drastically different rockets with different missions. The a Falcon is harder to land since its traveling much faster, much farther, is thinner and taller, and is horizontal at the time it starts its return. So they cannot really be compared to each other.
