Sounds like it was a Pokémon go community day or Safari Zone.
I play Pokémon go every day, mostly for the pvp online battling, but I also participate in community day events. Most Pokémon go players are normal people who enjoy the nostalgia, plus the exercise benefits. Not crazies like this.
